WP1 is the backbone of the SPARK project. Led by SOML as coordinator, it ensures that every partner stays aligned on deliverables, budget, quality and timelines across the full 24 months.

- Interim and final reports submitted to the Dutch National Agency
- Quarterly steering meetings rotating across partner countries
- A shared risk register updated every sprint
- Quality dashboard with indicators per work package
- Sustainability plan for post-2027 use of the toolkit
Governance
SPARK uses a lightweight governance model: one coordinator (SOML), one work-package lead per WP, and a quality-assurance lead from CRES who reports independently to the steering board. All decisions are documented in the shared consortium handbook.
